Shellie R. Chard
Industry Advisor
Shellie R. Chard is a nationally recognized leader in water quality, environmental policy, and public service, with over three decades of experience advancing water sector initiatives and regulatory excellence. As the longtime Water Quality Division Director at the Oklahoma Department of Environmental Quality (DEQ), Shellie has shaped state and national water policy, managed complex infrastructure programs, and guided multidisciplinary teams to deliver innovative solutions for drinking water, wastewater, biosolids, water reuse, and environmental compliance. As the founder and President of Collaborative Environmental Solutions, LLC, she continues her work advancing public health and environmental protection while also supporting economic growth.
Shellie’s leadership extends to the national stage, having served as President and Board Member of the Association of State Drinking Water Administrators and the Association of Clean Water Administrators, and as Treasurer and Board Member of the Ground Water Protection Council. Shellie is also a past trustee and committee chair for the Water Environment Federation and has held numerous leadership roles in the Oklahoma Water Environment Association.
Currently, Shellie serves on the National Drinking Water Advisory Council, the State of Oklahoma Energy Advisory Board, and the University of Oklahoma Gallogly College of Engineering Board of Advisors, among other appointments. Shellie’s distinguished career is marked by numerous awards, including the Water Environment Federation Fellow, Safe Drinking Water Career Service Award, and multiple honors for service, innovation, and leadership in the water sector.


Alan Roberson
Industry Advisor
Alan Roberson is the former Executive Director of the Association of State Drinking Water Administrators (ASDWA). He has over 34 years of experience in the development of drinking water policy and federal and state drinking water regulations.
Prior to starting at ASDWA in 2017, he worked at AWWA’s Washington, DC, office for 25 years. During his time at AWWA, he authored or co-authored over 20 peer-reviewed papers, authored or co-authored a handful of book chapters, wrote numerous columns and Feature Articles for Journal AWWA, and made numerous presentations on a wide range of water quality and regulatory issues across the country.
He has been on Fairfax Water’s Board of Directors since 2009 and currently serves as Treasurer and Chair of the Water Quality & Supply Committee. He is also an adjunct instructor at Johns Hopkins Bloomberg School of Public Health, teaching a drinking water policy class annually at the Summer Institute.
He has a Bachelor’s in Civil Engineering from Georgia Tech and a Master of Science in Civil Engineering from Virginia Tech. He is a registered Professional Engineer in Virginia. He received the Fuller Award from the Virginia Section of AWWA in 2025.
